Problem Addressed

The efficiency and effectiveness of service delivery quality, relevance and equity of basic public services is a concern to citizens and citizen groups in Ethiopia. The government in the Berbere district does not take seriously the needs, priorities and concerns of citizens in relation to their access to and quality of basic public WASH services, as well as education, health, agriculture, and roads.

Innovative Approach

Addis Development Vision is innovative in that it works to develop the community’s capacity to create WASH solutions with their own government. Instead of using donors funds to build wells or directly install WASH products, it uses these funds to help communities engage with the government to create long-term plans for providing WASH services.

Addis Development Vision engages stakeholders in discussions to assess and discuss issues facing the community, and they develop a common agenda and priorities. This enables people to liaise with the government effectively and make the case that WASH issues should be a priority, given that people lose productivity if they have to travel long distances to collect water and suffer from water-borne diseases.

Program Solution

Addis Development Vision promotes citizen participation in advocating for basic WASH services in order to ensure local governments will be responsive, transparent, effective, efficient and accountable. They help identify the major roles and responsibilities of service providers and publicize it to the services users and community members. They believe that encouraging service users to exercise their rights promotes improvement of better service delivery, peace and development in the target Woredas.

These kinds of interventions also help to create the possibility among and between citizens groups and service providers to constructively engage in joint review of service delivery effectiveness, quality and equity, and to develop plans for addressing service deficiencies. The social accountability process helps to build community ownership and tap into community resources for development. It also helps to develop positive attitudes and behavior of citizens to work in alliance with the government.
